GREEK SECTION

“Energy Efficiency Design Index / IMO”

Report by Dr. John Kokarakis

On December 15th, 2011 a record crowd was gathered to listen to Mr. Panos Zachariadis speech on the latest developments of the Energy Efficiency Design Index ( EEDI ). The speaker who is technical manager of the prominent Greek bulk carrier company Atlantic Bulk Carriers Management Ltd has been actively involved and participated in the Greek delegation at IMO. In his capacity as a delegate, Mr. Zachariadis was very familiar with the questions and the refinement of the EEDI. His speech was enriched with a detailed discussion on how EEDI was development as well as the need for further improvement. The speaker pointed out that the proposed index punishes the somewhat heavier ships and discussed how the Greek delegation pursued a refinement by the introduction of a correction factor to account for the deadweight reduction due to heavier/more robust scantlings. He also pointed out that in essence the EEDI is equivalent to imposing a speed limit depending on the size and type of each ship. It became evident that there is still difficulty to establish the mean value of the EEDI for the types of ships obliged to comply with its limit values after January first 2013. The very interesting discussion included reference to the Ship Energy Efficiency Management Plans and its key performance indicator the Energy Efficiency Operational Index. The speaker also analyzed the market based measures which are under development and consideration.

The speech was followed by a lively question and answer session, where some of the salient points were further clarified and analyzed. Last but not least the meeting ended with the traditional get-together reception and social intermingling.
