Arctic Security Cutter: Expanding the Coast Guard’s Humanitarian and Law Enforcement Presence into the Ice

EVENT DESCRIPTIONAs the Polar ice caps melt the Arctic is experiencing unprecedented amounts of vessel traffic and becomes increasingly more vulnerable to foreign nations. The Design Team “Liv and the Boyz” was tasked with designing a vessel that could effectively patrol this area and combat the national security threats the presence of foreign nations impose. By using the current Offshore Patrol Cutter (OPC) as a parent vessel, the design for the Penguin Class Arctic Security Cutter (ASC) was created. The cutter will perform search and rescue, fisheries, and law enforcement missions in the increasingly active Arctic area. The ASC boasts an impressive endurance of 50 days, a flank speed of 23 kts, and spacious facilities and berthings to comfortably house 126 personnel. Furthermore, the vessel features two small boats, a massive flight deck for various aircraft, and an advanced weapon systems. The ASC is powered by four Wartsila generator sets of three various sizes for maximum flexibility through an electric drive system. The team utilized similar ships to design a hull design suitable for ice operations and conducted a ratiocination analysis to estimate ship weight and vertical center of gravity. The vessel was also analyzed for stability through floodable length curves, and maximum KG tests to ensure the vessel passed the ABS requirements for a B0 Polar class. To ensure the strength necessary for ice operations, the longitudinal strength was calculated and longitudinal stiffeners were added to result in exceptional strength. The next step was to produce a scale model of the ASC and test in the USCGA tow tank. This process verifies the resistance calculations gathered from NAVCAD earlier in the semester, and adds a real world aspect to the design.Looking forward, the ASC will be analyzed for damage stability and seakeeping, ensuring the vessel is safe and comfortable in all potential operational scenarios. The team has high hopes that the finalized design will provide a potential solution for the Arctic’s security and safety issues. This project is advised by Dr. Denucci and LT Larkin and is the focus of the 2022-23 academic year for senior naval architects.
