DOT R&D Priorities - No Maritime?

I was just reading notes from the Thursday, November 19 S&T House Committe Hearing on "The Research and Development Portfolio Required to Support the Priorities of the Department of Transportation".  Of the $600M budget for surface transportation research, development, and technology transfer activities I didn't see any mention for Maritime-Related activities.  I'm sure Maritime R&D is captured somewhere--I was just surprised to see no mention here.  If this hearing is strictly for "land" based transportation, I would think the title of the hearing would be more specific.

Additionally, I also pulled the MARAD 2010 budget estimate to search for "Research" and found the following relevant language from a "Presidential Initiative -

Secure and Efficient Intermodal Freight Infrastructure at Coastal and Inland Ports ($15 million)":

Strategies that hold promise for jointly advancing maritime transportation security and efficiency include new methodologies and technologies like agile port systems, innovations to port-to-transportation interfaces, short sea shipping, integration of National Defense Features, and other solutions.
