Major and Complex Offshore Projects involve substantial capital investment, multidisciplinary engineering, numerous stakeholder interfaces, challenging offshore execution conditions, and significant technical, commercial, regulatory, operational, and HSE risks. These projects require rigorous project management and engineering oversight throughout their lifecycle.
Given the high-value nature of offshore assets and the complexity of transportation and installation activities, such developments are typically insured under a WELCAR (Well Construction and Operations Risk) policy. A key condition of most WELCAR policies is compliance with recommendations issued by a Marine Warranty Surveyor (MWS).
Acting on behalf of insurers, the MWS provides independent risk assurance by verifying that the transportation and installation of warrantable assets are planned and executed in accordance with recognised industry standards and acceptable risk levels.
This presentation examines transportation and installation risks for high-value, long-lead assets used in deepwater and ultra-deepwater oil and gas developments with floating production facilities, highlighting how MWS oversight helps mitigate risks associated with SIMOPS, heavy lifts, and dropped objects.

Dr. Sritama Sarkar, Principal Subsea and Pipeline Engineer, ABL Group
Dr Ir Sritama Sarkar, CEng MRINA, is a Principal Subsea and Offshore Engineer in the Marine Warranty Surveyor (MWS) group at ABL, London, with 22 years of international experience in the oil and gas, marine, and dredging sectors. Since 2015, she has provided marine warranty and engineering assurance services for major offshore oil and gas developments, as well as expert support for insurance and legal cases involving offshore pipelines and dredging.
She has extensive experience leading major and complex offshore projects in both engineering and project management roles involving pipelines/ risers, subsea structures, umbilical, cables, and floating production facilities in shallow-water, deepwater, and ultra-deepwater environments worldwide. Her expertise includes offshore construction assurance and risk management, transportation and installation engineering, dredging, trenching and backfilling operations. She has participated extensively in HIRA, and HAZID for numerous offshore oil and gas projects.
Prior to joining ABL, Dr Sarkar worked with dredging, subsea vehicle, and flexible pipeline manufacturers, offshore installation contractors, and engineering consultancies. She holds degrees in Geology and Mechanical Engineering (Dredging), and PhD in Ocean and Naval Architectural Engineering, and has authored 18 technical papers.
