Ship Evacuation and Emergency Response Risk Modelling

The last decade, a rapid growth in demand of cruises has lead to an increase of the average cruise ship size by 30%. This was driven mainly by the effort to exploit the profit opportunities that come with economies of scale while trying to meet the market demand which continuously exceeded supply. This increase in passenger and crew capacity brings safety related issues to the spotlight of technical challenges that have to be addressed. Based on its criticality and time-bound nature, ship evacuation and its corresponding procedures, modelling techniques and regulations should be reviewed and updated.

Ship evacuation analysis can no longer be a static plan, independent of the state of emergency (fire, flooding or security concerns). In an era of ‘smart’ devices, IoT, augmented reality and Big Data, the evacuation analysis should be transformed into a ‘live’ tool, able to address the dynamic, constantly changing situation aboard, integrated in an overarching risk based decision support system. The presentation aims to address the pros and cons of the past and current trends in evacuation modelling, procedures and emergency response, identifying the gaps and the areas for improvement of the existing risk models and explore the potential use of new ‘smart’ technologies.

Some elements of the European funded project ‘SafePASS’ will also be presented. SafePASS is to set the foundation for a disruptive change in the evacuation analysis based on the type of emergency state and calculation of the associated risk, taking into account not only the mustering and embarkation phase, but also the search and rescue possibilities and risks.

Short Bio of Fotios Stefanidis

An MEng graduate in Naval Architecture and Marine Engineering from the University of Strathclyde. He graduated with distinction and during his academic years he was awarded the ABS Scholarship, been a chairman of SNAME UoS Student Section and mentor & coordinator on the departmental peer mentoring program ‘Orchid’. He has worked as an engineering trainee in the technical department of a shipping company with whom he collaborated for his dissertation on ‘Validation of a Ship Performance Monitoring Method’. His MEng risk based design project was on a cruise ship and was presented and published on the IMDC 2018 Confrence. He now joined a team working on developing a dynamic ship evacuation simulation model capable of calculating the real 'time to evacuate' by considering the particularities of the emergency state. He is also working on a European funded project called ‘SafePASS’ which aims in the design of the next generation of life-saving appliances and improve evacuation procedures and performance on large capacity passenger ships.
