ABSTRACT

This presentation introduces Munich Re US’s BRAVA (Bridge Risk Assessment for Vessel Allision), an analytical framework designed to evaluate and quantify the risk of vessel allisions with U.S. bridges in the context of aging infrastructure and rapidly increasing vessel size. Using the Baltimore Key Bridge collapse as a focal case study, the presentation highlights systemic vulnerabilities in bridge design, pier protection, and risk classification, emphasizing that many bridges were not engineered to withstand impacts from modern ultra-large container vessels.

 

Drawing on national infrastructure data, ship traffic analysis, and pier protection assessments, BRAVA creates a framework for underwriters to understand bridge vulnerability to large vessel allisions. The presentation demonstrates the growing exposure of US infrastructure to catastrophic losses, business interruption, and supply chain disruption, from a marine insurance and reinsurance perspective.

Jason Dunn, AIC, ARe, CPCU, SVP, Product Manager, Applied Analytics, Munich Re US

Jason Dunn is an SVP, Product Manager at Munich Re US. In his career, Jason has led the development and successful launch of diverse products across primary insurance, reinsurance, and advisory markets. His expertise spans across advanced analytics, customer research, product roadmaps, innovation strategy, and project management.


Jason has been with Munich Re since 2013 and currently serves on the Applied Analytics team, where he drives product vision, design, and implementation. He is passionate about addressing the impact of climate change and closing the protection gap, as is evident in his leadership on innovative Munich Re US products such as Wildfire Market & Risk Insights, Inland Flood, and Parametric Hurricane insurance. Prior to Munich Re US, Jason gained experience at ISO as an Insurance Lines Specialist and earlier at GEICO as a Claims Examiner.

Over the course of his career, Jason has achieved professional designations of Chartered Property Casualty Underwriter (CPCU), Associate in Reinsurance (ARe), and Associate in Insurance Claims (AIC) from the Insurance Institutes. He graduated with a BS in economics from the University of Maryland, and an MBA in finance from Baruch College.

Sean Dalton is Executive Vice President and the Head of Marine Underwriting, North America for Munich Re based in New York.

Sean serves the Marine industry through a variety of organizations. He is a Vice President and member of the Executive Committee for the International Union of Marine Insurers (IUMI) and the former member of the Policy Forum and Chair of the IUMI Cargo Committee. Sean serves as Chairman of the American Institute of Marine Underwriters (AIMU) as well as on their Board of Directors. He is Chairman of the National Cargo Bureau (NCB). Sean is also a member of the American Bureau of Shipping (ABS).

Sean is a graduate of the United States Merchant Marine Academy at Kings Point. He earned a Master’s degree from State University of New York Maritime College and served as a Lieutenant for the United States Navy Reserve from 1988 – 1999. Sean holds the professional designations of Chartered Property Casualty Underwriter (CPCU) and Associate in Marine Insurance Management (AMIM).

A professional mariner, Sean held a USCG Third Mate Unlimited Tonnage License from 1988 to 2003. He currently holds a USCG License as Master 100 Ton Inland Waters, Master Uninspected Passenger Vessels under 100 Ton and Mate 100 Ton Near Coastal Waters. Sean is a certified Divemaster from the Professional Association of Diving Instructors (PADI).
