Richard A. Mueller is the founder and president of Northeast Technical Services Co., (NETSCo) a naval architecture and marine engineering design firm located in Cleveland. 

The company, founded in 1984, specializes in the design of self-unloading bulk cargo ships, including oil tankers and other bulk materials such as iron ore, coal, limestone, cement, and asphalt.  They also have built a significant portion of their business around the engineering and design of systems related to compliance with new regulatory requirements, such as marine sanitation devices, oil water separators, re-powering and emissions compliance, and ballast water treatment for aquatic nuisance species.  The firm now has offices in Cleveland, OH and Tampa, FL. 

Mr. Mueller is a past member of the Board of Governors of the US Propeller Club, Port of Cleveland, has served three terms as Chairman of the Society of Naval Architects and Marine Engineers, Great Lakes/Great Rivers Sections; served on the Section’s Executive Committee for 30 years in various elected and appointed positions; and is currently serving at the national level as Functional Vice-President for Planning and Public Policy, and as Chairman of the Society’s Planning Committee. 

Mr. Mueller was also a past member of the Great Lakes Panel’s Aquatic Nuisance Species Task Force, and a past member of the US EPA’s Aquatic Nuisance Species ETV Standards Task Force. 

Mr. Mueller resides in Cleveland, OH with his wife of 32 years, Barbara; and he has two grown-up children and two not-so-grown-up grandchildren.
